Translation of Malaysian Documents

The following items must be submitted (for translation of Identity Card, Birth Certificate, Driving License and Marriage Certificate)
1. Certified Copy (by local JP or Notary Public) of Malaysian Document.
2. Translated Copy of Malaysian Document (by the official translator).
3. Fee per document payable in bank cheque to Malaysian High Commission. Personal cheque or cash will not be accepted.
4. Prepaid self addressed courier bag.
5. If to be present at the High Commission, please make an appointm...

I don't get it!
What’s wrong with:
“Shall I forward your message to the person-in-charge?”

Is it a must to use the so-called ‘BIG’ words?
“Shall I revert your message to the PIC?”

What is the meaning of translation, actually?
